The three-judge panel's unanimous decision hands the Senate election to Al Franken (D), but Norm Coleman (R) will appeal to the state Supreme Court. Later today, his legal team will hold a conference call with reporters.

Meanwhile, Gov. Tim Pawlenty (R) is offering hints that the process of seating a senator could last even longer than that appeal. He will not sign an election certificate for Franken until the state court battle is over, but he is also hinting that he may withhold certification until a possible federal court challenge is finished as well.
