"FAILED" [Byron York]
Since we've been hearing about the surge and benchmarks for weeks, it seems likely that the key quote from the president's speech tonight will be his admission of failure in Baghdad:
Our past efforts to secure Baghdad failed for two principal reasons: There were not enough Iraqi and American troops to secure neighborhoods that had been cleared of terrorists and insurgents. And there were too many restrictions on the troops we did have.
Although the White House will certainly want to talk about the future, Bush's words will lead to more pointed questions than ever before — especially the part about U.S. troops operating under "too many restrictions." Why did he allow that?
