The Covert Dispute   [Rich Lowry]

Speaking of Libby, in our last editorial urging a pardon of Libby back here in March, we said Valerie Plame wasn't "covert," which Fitzgerald now maintains that she is. Whether she was covert for purposes of the Intelligence Identities Act is still very much in dispute (Fitzgerald says she was). This is a murky matter with lots of conflicting interpretations, but we were too categorical in how we put it in that editorial.
