Giuliani and Campaign-Finance Reform [Ramesh Ponnuru]
He's better than I thought. He now says that he supported "the concept" of campaign-finance reform, but that he opposes it now because it has turned out (amazingly!) to suppress free speech. That's a flip-flop, and good for him.
