99 44/100% Phony   [Mark Krikorian]

Following on today's editorial on the bogus "touchback" provisions of the Senate amnesty bill, Sen. Sessions highlights a phony amendment that duped even me. Remember about a month back, when it was revealed (by the Boston Globe!) that the White House had insisted on the removal of the requirement that illegals pay three out of five years of back taxes as a condition of amnesty? When the omnicompetent John McCain found out, he introduced an amendment that is said to have reversed that decision, supposedly returning the back taxes requirement. End of story, right?

Not so fast! Take look at Loophole 18 in Sen. Sessions' list ; it turns out that McCain's amendment only requires that those legalized illegals applying to trade up to regular, permanent immigrant status (a green card) show they've paid taxes on income earned after they were amnestied, i.e., while they had probabtionary status and then the Z visa. There's no back taxes requirement to get the Z visa and obviously none for the initial phase of the amnesty, which has to be granted by the end of the next business day after applying for it. In other words, there is no requirement that illegal aliens pay back taxes to receive amnesty. None. Nada. Zilch, Bupkes.
