Ben Nelson Sounds Like a No on Cloture [Jim Geraghty]
A spokeswoman for Ben Nelson (D., Neb.), tells me that he voted to bring the bill back yesterday not because he supports the bill, but because he feels every bill deserves an up-or-down vote. While he traditionally votes for cloture out of this principle, he is "leaning against" voting for cloture again tomorrow, because he strongly opposes its passage.
