Sure, support for higher local taxes doesn't necessarily mean support for higher federal taxes. But Giuliani was resisting a federal tax reform because he wanted the federal tax code to continue to subsidize high-tax states. That does open a window into his thinking on a range of federal policies, including big-ticket items such as Medicaid.
