Pay or Play [Yuval Levin]
Jim Capretta, my colleague at the Ethics and Public Policy Center, has a very important article up on the NRO homepage today about a crucial but little-discussed element of the Obama health care plan: its “pay or play” component, which would create a serious new disincentive to hiring.
The piece should be read along with Jim’s excellent earlier dissection of the Obama plan, and his larger piece on health care politics and the McCain plan in the spring issue of The New Atlantis.
