Who Sues?   [Mark Krikorian]

It certainly seems clear to me that giving D.C. voting rights in Congress by statute is unconstitutional, but if Congress and the president permit it, who can sue to stop it? I'm not asking rhetorically; who has standing? Given the clear language of the Constitution, the Supreme Court might well strike the legislation down (though you never know about those penumbras and emanations), but there has to be a lawsuit before them for that to happen. Any ideas? I hope someone's already at work preparing the case, but this piece from The Hill suggests various possible plaintiffs are passing the buck.
