Sen. Pat Roberts (R-Kan.)...   [David Freddoso]

...is on the floor excoriating President Bush for finally doing something right by promising to veto the SCHIP expansion — which raises cigarette taxes and will not necessarily insure any more poor children. (AMENDED at 3 p.m.) He is making matters much worse for conservatives right now.

The bill would also undo Bush's administrative moves to limit the program to those under 250 percent of the poverty level until states can show that they've actually done a good job insuring those under 200 percent of poverty.
