NORTH CAROLINA SPLIT?    [Kate O'Beirne]

Both North Carolina Republican Senators oppose the immigration bill, but it looks like only one understands how to do so effectively.  Senator Elizabeth Dole intends to vote "No" on cloture, but Senator Richard Burr is willing to vote for cloture in order to see how the amendment process unfolds.  He reportedly favors adding a meaningless "touchback" requirement to the bill. Because the dealmakers don't intend to allow any changes to derail their grand compromise, only such meaningless modifications will be permitted.  Sen. Burr might well vote "No" when the immigration bill wins final passage, but his most decisive vote would have been cast on cloture.
